Approval of minutes:  The minutes of the April 2019 meeting are available for review at the borough office.  The minutes are approved on a motion made by Michael Baloga, and seconded by Diane Smiles

Officers Reports: Reports of the Police Department, Street Commissioner and Code Enforcement Officer for the month of April 2019 have been submitted and placed on file for public inspection.

Motion made to approve payment of 2500.00 to Elliot Greenleaf & Dean for insurance deductible. Mr. Yurek and Mr. Nalewajko abstained from the vote.

Motion made to approve Fidelity Bank and Lowes business credit card applications to be used for the Road Department. This will allow the Borough to keep Liquid Fuels separate from the General Account and prevent the Borough from paying charges for the Road Fund. Fidelity Banks credit card has no fees and Lowes has a rewards program which will benefit the Borough.

Motion made to approve payment request for the second draw for the Charles Flack Memorial Grant for a freezer and fencing in the amount of 7,321.86

Report:

VFW Post 396 has reimbursed the $2000.00 grant fee to the Wyoming Borough Sewer account.

Two fraudulent checks were presented on the Boroughs General Account in the amounts of $4,100.00 on May 7th 2019. Roseanne Colarusso was able to stop the checks from being paid and a new account was opened with the full amount transferred. Wyoming Borough will enter into a Positive pay Agreement with Fidelity Bank to prevent any future reoccurrences.

Motion made to approve the cooperation agreement by and between Wyoming Borough and VFW Post 396 in the amount of $20,000.00 for the VFW Building Rehabilitation Project.

EMS committee is still in the process of deciding which primary Ambulance Service would be better for Wyoming Borough residents.

Health and Sanitation:  Recycling and Solid Waste

Report: May 15th was to the last day to pay the 2019 Sanitation Trash Fee. Residents who did not pay by May 15th will have a $50.00 late fee added to their outstanding balances. Statements will be mailed to Residents with a letter indicating they have (15) business days to bring their account balance current or a citation will be served.

Motion made to approve Borough Manager, Roseanne Colarusso and Street Commissioner, Jim Tregan to head the Recreation Board.

Report: The Borough annual Easter Egg Hunt was a huge success. The Borough received many donations from local businesses as well as individuals. Frank Yurek read a letter of thanks from the Borough. Mayor Dominick presented Roseanne Colarusso with a Certificate of Recognition from the Borough. Jim Tregan and Roseanne Colarusso will be working together and meet on a monthly basis to start a Recreation Board for Wyoming residents.

Motion made to approve a request from Anthony Burke for a Handicap sign for 37 E. 7th St. Mr. Burke is responsible for the cost of the sign.

Wyoming Borough chose not to continue the yard waste contract with West Wyoming Borough.

Zoning and Planning:

Report:

Mr. Baloga reminded the residents to keep their properties neat and trimmed.

Solicitor’s Report: 

The Tsioles property has been transferred over to the Wyoming Borough.

Mayor’s Report

The Police Department responded to 217 incidents in the month of April 2019.

Mayor Dominick informed the council about the downstairs printer not working. Borough will look into a replacement.

Mayor Dominick stated he will look into the Wyoming Borough working with Habitat for Humanity.

Mayor Dominick thanked Bear’s Gun Room for the donation of a Ballistic Level IV Police Carrier with Plates.

1.Brian Jordan from Wyoming Hose Co #2 reported calls for April.

2. Chris Cawley from Ashburn gave an update on the Grants

Communications: A list of communications received since the last meeting have been presented to council and accepted on a motion made by Mr. Baloga and seconded by Mr. Lipski.

Payment of Bills: A listing of bills paid and received for payment have been presented to council and accepted on a motion made by Mr. Baloga and seconded by Mr. Scaltz.
