Approval of minutes:  The minutes of the April 2021 meeting are available for review at the borough office. The minutes are approved on a motion made by Mr. Baloga and seconded by Mr. Borzell.

Officers Reports: Reports of the Police Department, Street Commissioner and Code Enforcement Officer for the month of April 2021 have been submitted and placed on file for public inspection.

Mr. Scaltz: Memorial Day Parade

As you are aware the annual Wyoming / West Wyoming Memorial Day parade has been cancelled this year due to Covid 19. In order to still honor our veterans, the American legion 904 and VFW 396 will hold a 21-gun salute at the Wyoming Borough building Monday the 31st at 8:45 am. Following the tribute Wyoming Borough Police Department, Wyoming Fire Depts #1 and #2 and the Greater Pittston Regional Ambulance will honor our veterans by parading throughout our Wyoming Borough streets. We ask residents that if you choose to come outside when they are on your street that you remain on your porches or practice social distancing if you are roadside observing.

The M&T Sewer Fund is not earning any interest, Fidelity Bank offered to pay .10%. The rate would also be reviewed every 6 months for changes.

Report: Community Yard sale will take place on June 5 2021 from 9-3. Residents can register their yard sale to the clerk@34.150.160.153.

Streets and Sewers: Public Works

Motion will be made to permit the Borough Solicitor to send a letter of indemnification to Wyoming Area School District for a PennDOT permit to allow the class of 2021 to have a graduation parade through the Borough in June 2021.

Report: Ordinance Zoning books will be given to each member of council to review. Will also be reviewed by Zoning Solicitor. Will discuss further at next month’s meeting.


Solicitor’s Report:

Motion made to pass Resolution #3-2021 Wyoming Borough to enter the Phase 2 for the Police Regionalization

 Motion made to pass Resolution #3-2021 Resolution of the council of the borough of Wyoming, appointing a member of council and/ or Mayor to serve as a primary and secondary representative of a Regional Police Commission.

Mayors Report:   The Police Department responded to 174 incidents in the month of April 2021.

A virtual meeting was held on April 23rd for the Wyoming Area Regionalization Police Study. Joseph Kirschner conducted the meeting and reviewed the study.

This can be a tremendous opportunity for the municipalities involved.

Municipalities will need to do a Resolution into the Study Phase and designate 2 individuals.

This can be a significant cost savings for the Wyoming Borough.

Based on projected calls for police, and along with the population and number of square miles that make of the communities, the study recommends a total of 13 full time officers, 12 part time officers and 2 full time clerical personnel.

The study done by the Borough had the police department budget for 2020 at $485,877.00. The Regional study shows a proposed 2021 police department budget of $284,000.00. This is based on Municipal Population of 3,011 at 16% of cost share.

Any questions or concerns can be given to the Borough’s contacts to present at the next meeting.

 Unfinished Business:  Amendment to Ordinance on Stop Signs. Solicitor needs to contact Exeter Borough before the amendment can take place.                  

Cooperation agreement for Community Block Grant will be reviewed by Solicitor and presented at next month’s meeting.

Williams Pipeline Agreement to be voted on.
