Approval of minutes:  The minutes of the December 2020 meeting are available for review at the borough office. The minutes are approved on a motion made by Diane Smiles and seconded by John Lipski.

Officers Reports: Reports of the Police Department, Street Commissioner and Code Enforcement Officer for the month of December 2020 have been submitted and placed on file for public inspection.

REPORTS AND COMMITTEES

Administration:  Finance and Grants

Motion was made to approve Resolution 1-2021 to authorize the Local Share Account Grant application submission in the amount of $264,400.00 for the purpose of Equipment Project. The grant will fund the acquisition of one new police vehicle and one new backhoe.

Motion was made to approve Resolution 2-2021 to designate Michael J. Baloga, Council President and Roseanne Colarusso, Borough Manger, as the officials to execute all documents and agreements between the Borough of Wyoming and the Commonwealth Financing Authority to facilitate and assist in obtaining the requested grant.

Motion was made to approve final draw on grant # C000065495 to Pennsy Supply in the amount of $44,218.45. This will close out the grant for 4th & Dennison, Monument Ave Street improvement project.

Motion was made to approve Roseanne Colarusso, Borough Manager to continue paying monthly reoccurring bills electronically through Fidelity Bill Pay and, or through the Vendor Bill Pay to prevent late fees and to process bills efficiently on the Borough’s behalf.

Motion will be made to approve the settlement for Susquehanna Realty, LLC v. Wyoming Borough, pending approval of settlement documents by the Borough Solicitor.

Report:  The Borough received the funding from the Cares Relief Block Grant Program from the county in the amount of $43,643.06.

Spread sheet provided with a listing of covered expenditures the borough has been reimbursed for due to Covid-19 related expenses.

A motion was made to appoint a qualified member of Wyoming Hose Co. #2 for Wyoming Borough Fire Chief effective February 1, 2021.Hose Co#2 will notify the Borough by January 31, 2021 with the qualified individual’s name. This is a 2- year term

Michael Baloga asked if they can look into reducing any fees for the trash payments, he has been receiving a lot of complaints about the cost. They are going to research other options before June.

Report:  The 2021 Trash payments have been coming in daily.

Discount period: 12/21/2020 thru 02/05/2021   $240.00

Face Period:       02/06/2021 thru 05/14/2021    $250.00

Payments received after 05/14/2021 will be assessed a $50.00 late fee

Motion was made to approve purchase of New Hopper Salt Spreader from Powell’s Sales and Service, Inc. in the amount of $6,777.00. This purchase will be funded with Liquid Fuels Funds.

The committee will be submitting the proposal to the Count House in two weeks. It should take another 2 to 3 months to complete.


Solicitor’s Report:

Settlement with Susquehanna Realty is moving forward.

Mayor’s Report

  • The Police Department responded to 131 incidents in the month of December 2020, for a total of 1798.00 for the year.

Floor opens to the public:

Robert Christian requested to speak to council about dedicating playground equipment to the Borough but did not attend on the meeting.

Communications: A list of communications received since the last meeting have been presented to council and accepted on a motion made by Joseph Scaltz   and seconded by Diane Smiles.
