FOR REFUSE AND RECYCLING COLLECTION AND DISPOSAL SERVICES
Wyoming Borough, of Luzerne County is seeking proposals for Refuse and Recycling Collection and Disposal Services for 2022. At its meeting on September 13, 2021, Council of the Borough of Wyoming approved a motion approving solicitation of requests for proposal for Refuse and Recycling Collection and Disposal Services.
All qualified prospective bidders must meet all municipal, state and federal regulations associated with municipal waste removal at the time of the bid and continuously during the contract. Proposals will be evaluated in accordance with the evaluation criteria set forth in this Request for Proposal.
Wyoming Borough reserves the right to reject all or any proposals, for any reason or no reason, and is not bound to accept the lowest bid if, in its discretion, the Borough does not desire to accept any proposal.
ALL PROPOSALS MUST BE RECEIVED BY THE BOROUGH MANAGER ON OR BEFORE 2:00 P. M. OCTOBER 8, 2021. All envelopes must be clearly marked REFUSE & RECYCLING COLLECTION AND DISPOSAL SERVICES. Submissions may be made by Unites States Postal Service or hand delivered to the above address to the Borough Manager, Roseanne Colarusso.

Proposal must be received no later than 2:00 p.m. October 8, 2019. Proposals submitted after specified time will not be accepted. The Borough is not responsible for delays in delivery. Facsimile proposals will not be accepted.

- GENERAL INFORMATION FOR PROPOSERS
- Purpose of Request for Proposal
The Borough of Wyoming, Luzerne County, Pennsylvania is requesting sealed proposals from qualified vendors to provide the following services to all residential units located in the Borough: curbside refuse collection and disposal services; curbside recyclable collection and disposal services. Proposers must meet all municipal, state and federal regulations associated with municipal waste removal at the time of the bid and continuously during the term of the contract. Proposals will be evaluated in accordance with the evaluation criteria set forth in this Request for Proposal.
- Definitions
Bulk Item(s) – Large items of Refuse, including but not limited to: white goods such as appliances, stoves, water heaters, washers, dryers, and the like; large home furnishings such as carpet, furniture and other similar material.
Recyclable(s)-All Aluminum Cans, Clear and Colored Glass, Plastic (#1 PETE and #2 HDPE), and Steel and Bi-metal (Tin) Cans and newsprint or paper that has been used for the production of daily, weekend and special edition publications commonly known as newspapers.
Refuse – Any garbage, refuse, putrescible animal and vegetable waste resulting from the handling, preparation, cooking, or consumption of food and other material including solid or semi-solid material resulting from operation of residences or municipal facilities, and any other solid waste which is within the definition
” Municipal Waste” as set forth in the Municipal Waste Planning, Recycling and Waste Reduction Act, of July 28, 1988, PL. 528, No. 101, as amended. For the purposes of this Contract, the term “Refuse” shall include ashes resulting from the combustion of coal, the black or brown combustible substance consisting mainly of amorphous carbon and used for heating fuel.
Residential Unit-Any single-family detached, semi-detached or townhouse dwelling, or a dwelling unit within a multifamily dwelling.
- Contract Term
The Borough is requesting Refuse and Recyclable collection and disposal services commencing on January 1, 2022 and to continue for a term of two years ending on January 1, 2024, with an option to renew the contract term for an additional one-year term.

- Description of Borough
The Borough lies along the Susquehanna River, in North Eastern Pennsylvania. The population of the Borough is 3,221 from 2000 census. The Borough government consists of an elected council of six members and a mayor. The land area of the Borough is 1.6 square miles with approximately 9 miles of roadway. The Borough currently bills approximately 1,278 Residential Units for Refuse and Recycling services.
- Incurring Costs
The Borough is not liable for the costs incurred by any prospective proposer prior to the issuance of a contract including any expenses incurred in preparing and submitting a proposal in response to this Request for Proposal.
- Amendment to Request for Proposal
This Request for Proposal may only be amended by the Borough. If amended, notification will be provided to prospective proposers who provide the Borough with contact information upon the proposer’ s receipt of the original RFP documents.
- Rejection of Proposals
The Borough reserves the right to reject any or all proposals and to accept or reject any part of any submitted proposal. It also reserves the right to waive any technical defects or minor irregularities in any submitted proposal, which in its discretion, is in the best interest of the Borough.
- Evaluation of Proposals
The selected proposal will be based upon bid price and the proposer’s ability to deliver the best service to Borough residents. The Borough will evaluate each submitted proposal and determine whether oral discussions with the individuals from the firms are necessary. Based on the content of the submitted proposals and any oral discussions, the Borough will select the best qualified proposer for the engagement, price and all other factors considered.
- Proposal Submission
The original proposal and nine (10) copies of the original proposal shall be submitted in a sealed envelope that shall clearly indicate on it “Refuse and Recycling Collection and Disposal Services”. The proposal shall be delivered to the Wyoming Borough, 277 Wyoming Avenue, Wyoming, PA 18644 no later than 2:00 P.M. EST on Friday, October 8, 2021. Late proposals will not be considered regardless of the reason. Proposers are invited to be present at the RFP opening at the regular monthly Council work session / meeting scheduled at 7:00 p.m. on October 12, 2021 at Borough.
- SERVICE REQUIREMENTS
The following instructions provide the detail of the service requirements the Borough is requesting in this Request for Proposal. The proposed fee submitted by a proposer must include the consideration of these service requirements.
- Curbside Refuse collection once a week for the Residential Units located within the Borough’ s municipal boundaries.
- A Residential Unit Refuse collection limit shall be no less than 6 bags or 3 containers of Refuse per week.
- Bulk Item collection at least once a month for the Residential Units located within the Borough’ s municipal boundaries.
- Curbside Recyclable collection bi-weekly for the Residential Units located within the Borough’s municipal boundaries.
- Yard waste collection April thru November bi-weekly.
- Supply the Borough with a 3-yard dumpster for the borough garbage and to be emptied weekly.
- The contractor shall be responsible for the timely payment of all disposal cost due at the designated disposal facility for all refuse & recycling collected.
- The Borough has adopted the Luzerne County Solid Waste Plan; therefore, the successful contractor will be required to dispose of the municipal waste generated within the Borough at a facility licensed by the Pennsylvania Department of Environmental Resources and identified in the Luzerne County Solid Waste Plan as a disposal site.
- The contractor shall provide to the Borough for its approval a written proposal of the contractor’s routing plan for the collection of refuse and recyclables.
- The contractor shall provide at the beginning of each contract year an annual mailing to each residential unit located in the Borough that includes a calendar of the following; 12 months depicting the weekly collection dates for refuse and recycling, yard waste and bulk pick up. And supply the Borough additional copies of the collection calendar.
- All Refuse and Recyclable collections shall be made between the hours of 7:00 A.M. and 5:00 P.M.
- The contractor shall not provide for an exemption or opting-out of its services to any Residential Unit located within the Borough’s boundaries unless the Borough is notified and approves of the exemption or opting-out.
- The successful bidder will be required to furnish a performance bond, with the Borough as beneficiary, in an amount equal to one hundred percent (100%) of the two-year contract amount. The performance bond shall be from an approved surety company authorized to transact business in the Commonwealth of Pennsylvania. The agents of the bonding company shall furnish a power of attorney bearing the seal of the company and evidencing such agent’s authority to execute the particular type of bond to be furnished. The terms of the performance bond shall be approved to the Borough’s solicitor prior to issuance.
I 7. The selected contractor will be required to submit a monthly report to the Borough Manager for the length of the contract term. The report shall be submitted within 10 working days from the end of the previous month. The report shall include a recycling report and yard waste tonnage.
18. The contractor will notify the Borough if there is a delay due to vehicle problems, or inclement weather. (Snow, ice) The pick-up will be within the next 48 hours.
- INFORMATION REQUIRED IN PROPOSAL
- Cover Letter
The cover letter should briefly state the proposer’ s understanding of the work to be performed, commitment to perform the work and a brief statement why the Borough believes it is the best qualified firm to perform the engagement. The cover letter should also include a statement that the offer is a firm and irrevocable offer for 120- days and must be signed by an authorized official of the proposer.
- Title Page
The title page shall show the proposals subject, the firm’s name, address, contact person and the firm’s federal identification number.
- Qualification Questionnaire
Please complete and submit the enclosed Qualification Questionnaire included with this Request for Proposal.
- Bid Security Bond
A bid bond or certified check from a secure and responsible bank made payable to Wyoming Borough, or a bid bond acceptable to the solicitor, in the amount of I0% of the two-year bid is required at the time of the bid submittal. A proposal will not be considered unless it is accompanied by a bid bond or certified check. The bid bond will be returned to all bidders after the successful bidder executes a contract and provides performance bonding. The proposer may use the estimated number of Residential Units billings as provided in Section I., E., Description of Borough
(I,278) as a factor in calculating the bid bond amount.
- Fee
The fee should contain all pricing information relative to performing the service requirements in this Request for Proposal. The contractor shall provide proposed fees for each year of the two-year contract term. The first year of the contract term will begin on January 1,2022 and the second year of the contract term shall begin on January 1, 2023. No additional compensation shall be expected by or paid to the contractor during the contract term.

- Liability Insurance
Confirm your firm’s ability to provide proof of insurance certificates for the limits listed below if selected as the successful proposer. At all times during the contract period the selected proposer shall maintain in full force and effect employer’ s liability, worker’s compensation, public liability and property insurance. All insurance shall:
(a) Be by insurers and for policy limits acceptable to the Borough

The selected proposer shall not subcontract any work associated with any contract entered into with the Borough unless first approved by the Borough.
